摘　　要：腐败的全过程防控聚焦于腐败风险向危机演化的全过程,强调对腐败进行风险防控的重要性。腐败风险是指公职人员发生滥用权力、以权谋私的腐败行为的可能性。腐败风险生成于权力运行过程之中,多个风险的综合影响倒逼权力运行各阶段滋生确权风险、授权风险、用权风险和管权风险。不同阶段的风险之间相互影响,并在公职人员行使权力的过程之中,分别在时空维度、主客维度以及静动维度进行叠加,在多重风险与多重逻辑叠加之下最终导致了腐败危机的爆发。通过压缩腐败的时间和空间、阻断腐败发生的主客观条件、规范腐败的动静态转化,实现腐败的全过程防控,以在权力运行的不同阶段遏制腐败的产生和腐败危机的爆发,进一步推进廉政建设和反腐败斗争。The whole process of corruption prevention and control focuses on the entire process of evolution of corruption risk to crisis,and emphasizes the importance of preventing and control of corruption risk.Corruption risk refers to the possibility of public officials abusing their power and using it for personal gains.Corruption risks are generated in the process of power operation,and the combined effects of multiple risks force the emergence of risks of power identification,authorization,use of power and management of power in each stage of power operation.The risks at different stages affect each other and are superimposed in the process of exercising power by public officials in the dimensions of time and space,the dimensions of subject and object,and the static and dynamic dimensions,which eventually lead to the outbreak of corruption crisis under the superposition of multiple risks and multiple logics.By compressing the time and space of corruption,blocking the subjective and objective conditions of corruption,and regulating the dynamic and static transformation of corruption,can the whole process of corruption prevention and control be realized,so as to curb the generation of corruption risks and the outbreak of corruption crisis at different stages of power operation,and further promote the construction of integrity and anti-corruption fight.
