巡视巡察监督促进基层官员“不敢腐”了吗?——基于对J省基层官员问卷调查的实证研究

摘　　要：巡视巡察是全面从严治党的一项重要制度安排。本文从组织、过程、结果三个方面总结变量并进行实证研究,结果显示:巡视巡察监督促进了基层官员产生“不敢腐”的心理效应;政策法规的震慑力度、组织机构的独立与专业性、发现腐败问题的能力和监督方式的协调性对于基层官员“不敢腐”效应具有显著的积极影响;巡视巡察监督以形成心理震慑、依托组织权威、精准发现问题、协同监督力量等方式,集结人力、财力、物力开展政治体检,深入推动基层官员“不敢腐”。为进一步发挥巡视巡察“不敢腐”利剑作用,应当牢建巡视巡察“保护网”、锻造巡视巡察“金刚钻”、狠抓问题处理“慑人心”、打好党内监督“组合拳”。Disciplinary inspection is an important institutional arrangement for the overall strict governance of the Party.This paper summarizes the variables and conducts empirical research based on three aspects of organization,process and results.The results show that disciplinary inspection and supervision promote the psychological effect of“not daring to corrupt”among grassroots officials;the deterrence of policies and regulations,the independence and professionalism of organizations,the ability to detect corruption and the coordination of supervision methods have significant and positive influence on the“not daring to corrupt”effect among grassroots officials;disciplinary inspection and supervision lead to form a psychological deterrent,relying on organizational authority,accurate detection of problems,coordinated supervision forces,such as the way to gather human and financial resources to carry out a political examination,so as to greatly intensify the“not daring to corrupt”among grassroots officials.In order to further play the sword role of“not daring to corrupt”of inspection,we should firmly build a“protection network”of disciplinary inspection,forge an inspection“diamond”,pay close attention to the problem of processing“deterrence”,and play a“combined fist”of supervision within the Party.
