摘　　要：预防腐败低龄化问题具有重要的实践价值,是党和国家事业薪火相传、长治久安的重要保障;是减存量遏增量,有效应对复杂严峻的反腐败斗争形势的重要内容;是健全党和国家监督体系的重要组成部分。腐败低龄化问题主要表现为腐败领域集中化、腐败动机单一化、腐败手段智能化、作案周期频繁化、涉案资金大额化。这需要从哲学、心理、人性、环境等不同角度分析腐败低龄化的形成原因。建议实施“育苗工程”,培养优质才源;实施“选苗工程”,选拔优秀人才;实施“铸魂工程”,坚定信念信仰;实施“护航工程”,强化监督约束;实施“健体工程”,坚决清除杂质;实施“固本工程”,健全制度机制。The prevention of corruption at a younger age has important practical value and is an important guarantee for the continuity and long-term stability of the Party and the State.It is an important element of reducing stock increment and effectively dealing with the complex and severe situation of the fight against corruption,as well as an important part of the sound supervision system of the Party and the State.The problem of low-age corruption is mainly manifested in the concentration of corruption areas,single motive of corruption,the intelligent means of corruption,frequent crime cycle and a large amount of money involved in the cases.This requires philosophical,psychological,humanistic,environmental and other perspectives to analyze the reasons for the formation of corruption at a younger age.It is suggested to implement the“seedling project”to cultivate high-quality talents,“seedling selection project”to recruit excellent talents,“soul casting project”to strengthen beliefs and faith,“escort project”to enhance supervision and restraint,“health project”to resolutely remove impurities and“solidification project”to improve institutional mechanism.
