摘  要:以七大流域河长制的推行作为准自然实验,基于2008-2018年水质监测数据,运用多期倍差法考察河长制对跨省河流边界污染的治理效果。研究发现:(1)七大流域中跨省河流污染治理存在“以邻为壑”现象,相对于省域内部,省域边界河流污染更为严重;(2)与省域内部相比,河长制实施显著降低省域边界地区河流COD、NH_(3)N浓度,能够协调跨省河流污染治理、实现“以邻为壑”到“守望相助”转变,但这一治理效果没有表现出较好的可持续性,表明地方政府在治污与经济政绩考核之间策略性选择的短视行为;(3)河长制对跨省河流边界污染的治理效果存在区域差异,与经济发展水平领先省域相比,经济发展水平滞后省域的河长制并未达到预期治理效果。Based on the water quality monitoring data from 2008 to 2018,this paper takes river chief system in the seven major river basins as a quasi-natural experiment,and uses multi-period DID to test the effect of river chief system on boundary pollution control of interprovincial river.The results show that,firstly,the phenomenon of"beggar thy neighbor"exists in pollution control of interprovincial river in seven major basins.The river pollution at provincial boundaries is more serious than within the province.Secondly,the river chief system has significantly reduced the contents of COD and NH_(3)N in river at provincial border areas compared with that inside the province.It can coordinate interprovincial river pollution control and realize the transition from"beggar thy neighbor"to"help each other".However,it doesn′t show good sustainability,indicating a short-sighted strategic choice between pollution control and economic performance assessment by local governments.Thirdly,there are regional differences in the effect of river chief system on the boundary pollution control of interprovincial river.Compared with the provinces with the leading economic development level,the river chief system in the lagging provinces has not achieved the expected governance effect.
