摘　　要：通过“网运分离”管理和PPP项目相结合打造出一种全新的城市轨道交通PPP项目运作模式,该模式具体实施过程中,把“绩效传导”作为手段,有机整合项目规划建造和运维管理两大阶段,于项目整个周期内有效实施。论文综述了部分学者对“网运分离”模式的研究情况,阐释了基于该模式运作PPP项目的主要思路,详细介绍了以该模式运作PPP项目的阶段式运作方案。Through the combination of“network transportation separation”management and PPP project,a new urban rail transit PPP project operation mode is created.In the specific implementation process of this mode,“performance transmission”is taken as a means,organically integrated into the two stages of project planning and construction and operation and maintenance management,and effectively implemented in the whole cycle of the project.This paper reviews some scholars’research on the“network transportation separation”mode,explains the main ideas of operating PPP projects based on this mode,and introduces the phased operation plan of operating PPP projects in more detail.
