摘　　要：沿线国家发展环境是直接影响中欧班列开行质量和效益的关键因素。以中欧班列开行数量较大的德国、波兰、俄罗斯、白俄罗斯、荷兰、比利时、匈牙利7个国家为研究对象,从政治、经济、产业等方面梳理沿线7国的贸易环境,从财税、投资、定价等维度研究沿线7国的运输政策。以此为基础,分析总结2类因素对中欧班列开行的影响。聚焦用好有利条件、克服不利因素,在政府层面围绕对外经贸关系、陆上贸易运输规则、贸易运输便利化和国际铁路联运协调机制,在企业层面围绕运输通道规划对接、境外设施设备投资、运贸经营模式、信息化数字化建设等提出合作建议,为促进中欧班列国际合作、服务双循环新发展格局提供参考。The development environment of countries along the railway line is a key factor that directly affects the operation quality and efficiency of CHINA RAILWAY Express trains.In this research,we take 7 countries with a great number of CHINA RAILWAY Express trains as the research objects,including Germany,Poland,Russia,Belarus,Netherlands,Belgium and Hungary,to present the trade environment of each country from the aspects of politics,economy and industry,and analyze the transportation policy in terms of finance and taxation,investment and pricing,etc.On this basis,we explore the impact of two factors on the operation of CHINA RAILWAY Express trains.Focusing on making good use of favorable conditions and overcoming unfavorable factors,this study puts forward suggestions from the government level and enterprise level,regarding foreign economic and trade relations,land-borne trade and transportation rules,trade and transportation facilitation,and international railway multimodal transportation;transportation corridor planning and connection,overseas facility and equipment investment,operation and business model,information technology and digital construction.This summary of suggestions contributes to providing an important reference for promoting international cooperation of CHINA RAILWAY Express trains and serving the dual circulation development pattern.
