摘 要:2008年金融危机令伦敦暴露出城市发展的短板,经济低迷,基础设施供给不足,环境污染居高不下,政府管理碎片化严重,世界城市地位受到挑战。此时,伦敦意识到世界城市必须具有在经历长期压力和剧烈冲击之后保持适应、恢复和增长的能力,即具有韧性。2009年,伦敦明确提出以数字化发展提高城市韧性的思路,并采取了一系列措施。十余年来,伦敦数字化发展经过了汇聚城市数字化发展新资源、搭建城市数字化发展新底座、释放城市数字化发展新价值和激发城市数字化发展新动能四个阶段,有效打破了制约城市可持续发展的四大瓶颈,使城市在顺利走出2008年金融危机泥沼的同时,也逐步建立起韧性城市的八大核心能力。The 2008 financial crisis exposed London's shortcomings in urban development:economic downturn,insufficient infrastructure supply,high environmental pollution and severe fragmentation of government management.These shortcomings have challenged London's status as a world city.At that time,London realized that a world city must has the ability to adapt,recover and grow after experiencing long-term stress and severe shocks,that is,it must have resilience.In 2009,London clearly put forward the idea of improving urban resilience through digital development and adopted a series of measures.Over the past ten years,London's digital development has gone through four stages:gathering new resources for urban digital development,building a new base for urban digital development,releasing new value of urban digital development,and stimulating new momentum for urban digital development,effectively breaking the constraints of sustainable urban development.The four major bottlenecks have enabled the city to smoothly get out of the quagmire of the 2008 financial crisis while gradually establishing the eight core capabilities of resilient cities.
