摘　　要：中国是世界上重视民生历史悠久、民本文化传统深厚的国家,改革开放进程又为此增添了浓墨重彩的一笔,形成了基于人本价值,以生命、生活和生存为内核的中国特色社会主义政治经济学。本文建构的民生发展理论,涵盖维度、定位、功能、依归和路径五个层次,生命、生活和生存维度被清晰区分与明确界定,核心观点是:国家作为生命价值保护者、生活价值促进者和生存价值拓展者,致力于获得和强化民众对其合法性基础的认同,而民众回报则基于对国家充分忠诚的义务和集体优先原则的思考与行动。这种正和关系的明确以及中国气质的充盈,使该理论与西方自由主义学说形成鲜明对比。China is a country in the world with a long history and profound cultural tradition of people’s livelihood.The process of reform and opening up has added a strong touch to this,forming a political economy with Chinese characteristics based on people-oriented values and with being,livelihood and living as the core.The theory of people’s livelihood development constructed in this paper covers five levels of dimension,orientation,function,dependence and path,and the dimensions of being,livelihood and living are clearly distinguished and defined.On the whole,the core view contained in the theory of people’s livelihood development is that as the protector of human’s being,the promoter of life value and the extender of living value,the state is committed to gaining and strengthening public recognition of the legitimacy of its governance,and the public response is based on the thinking and action of full loyalty to the country and the principle of collective priority.The clarity of this positive-sum relationship and the fullness of Chinese temperament make this theory sharp contrast to western liberalism.
