摘　　要：有效的数字治理是数字经济时代新型经济全球化需要实现的重要目标。全球性跨境运营模式、各类信息的数字化以及数字平台治理责任的不确定性等导致与传统治理相比,全球数字治理难度增大。从经济、技术、国际政治和国际关系以及社会层面来看,全球数字治理面临多元挑战,这些挑战主要体现在发达国家与发展中国家数字鸿沟不断扩大,领先国家在数字领域的规范和标准之争加剧,数字霸权主义抬头和破坏性技术的社会影响加深等。面对上述挑战,中国作为倡导者和先行者,应积极推动全球数字治理变革,构建更加开放和包容的全球数字治理体制。中国应鼓励企业积极参与全球数字治理,借助数字丝绸之路建设,积极推动与发展中国家的数字合作,实现数字治理与国内发展战略的深度融合。Effective digital governance is an important goal of the new economic globalization in the era of digital economy. Due to the global crossborder operation mode,the digitization of all kinds of information,and the uncertainty of the governance responsibility of digital platform,global digital governance is much more difficult than traditional governance. From the perspective of economy,technology,international politics,international relationship and society,global digital governance faces multiple challenges. These challenges are mainly reflected in the widening digital divide between developed and developing countries,the intensification of disputes over norms and standards in the digital field among leading countries,the rise of digital hegemony and the deepening social impact of destructive technologies. Facing the above challenges,China,as an advocate and pioneer,should actively promote the reform of global digital governance and build a more open and inclusive global digital governance system. China should encourage enterprises to actively participate in global digital governance,actively promote digital cooperation with developing countries with the help of the construction of the digital silk road,and realize the deep integration of digital governance and domestic development strategies.
