摘　　要：在创造中国奇迹的各种“密码”当中,最核心、最根本的是中国共产党的领导。文章在考察中国共产党领导经济社会发展具体实践的基础上,回答了中国共产党为什么要领导发展、怎样领导发展、为了谁而发展、实现什么样的发展、怎样锻造善于领导发展的政党等重大理论问题。党通过加强政治、战略、政策、制度、组织等方面的领导,让党的领导和党的建设成为经济社会发展的强大动力。党坚持以人民为中心,把满足人民最根本、最现实的需要作为发展的不竭动力,以人民利益为中心协调各种不同利益关系,通过社会动员增强发展动能,依靠群众路线作出和优化发展决策。党坚持遵循客观规律设计发展蓝图,在制定和实施目标与规划的过程中统一思想、凝聚共识、汇聚民意、优化决策。党不断创新发展理念,坚持系统思维、底线思维、协调平衡、独立自主等工作方法。党善于用制度推动发展,建立完善了民主集中制、干部制度等多方面保障经济社会发展的基本制度。党具有历史主动性、灵活务实性、理论自觉性、自我革命性,锻造了不断自我净化、自我完善、自我革新、自我提高的能力,成为善于领导经济社会发展的政党。Among the various “codes” for creating the miracles in China, the core and most fundamental one is the leadership of the Communist Party of China(CPC). Based on the investigation of the specific practice of the CPC leading economic and social development, this paper answers the major theoretical questions such as why the CPC should lead development, how it can lead development, for whom development should be pursued, what kind of development should be achieved, and how a political party good at leading development should be developed. By strengthening leadership in terms of politics, strategy, policy, system and organization, the Party has made Party leadership and Party building a strong driving force for economic and social development. The Party puts the people as the center, takes meeting the most fundamental and realistic needs of the people as the inexhaustible driving force for development, keeps the interests of the people at the center, coordinates various interests, enhances development through social mobilization, and makes sound development decisions by relying on the people. The Party insists on following the objective law to design the development blueprint, works to unify thinking and achieve consensus, gathers public opinion and improves decision-making in the process of formulating and implementing goals and plans. The Party constantly innovates the concept of development and adheres to working methods such as systematic thinking, worst-case scenario mentality, coordination and balance, and independence. The Party is good at using the system to promote development, and has established a sound basic system of democratic centralism, system relating to officials and other systems to ensure economic and social development. With historical initiative, flexibility and pragmatism, theoretical consciousness and the spirit of self-reform, the Party has improved the ability to make continuous self-evolution, self-enhancement, self-innovation and self-improvement, and has become a political party good a
