摘 要:为促进从基础研究领域和产业技术领域对高价值专利自上而下进行顶层设计研究,提升我国高价值专利创造、运用和管理能力,提出基于SWOT-AHP(层次分析)方法,分析相关领域技术和产业发展现状,深度挖掘相关领域的基础研究和产业技术发展驱动因素、关键知识图谱、核心专利、技术路线图以及产业竞争情报,从宏观、中观和微观层面构建面向“基础研究创新+产业技术实现”的高价值专利顶层设计方案。并以电能质量治理为例,宏观层面分析得出电能质量扰动技术、谐波技术、电压暂降、微电网、电气化铁路与牵引供电系统中的应用研究等成为当前研究的新方向,而国家各项基础研究基金项目的相关科技成果为电能质量治理实现与产业化创造铺垫了关键基础;中观层面识别出我国在H02M7、H02M1、H02J3、H02M3等领域已占绝对优势,而全球在H04B1、H03F1等领域尚存在技术空白点与弱点,我国需从产业链和产业实现视角加大基础研究投入与产业政策引导开展相关研发活动;微观层面深度挖掘产业竞争情报,形成技术和产业关联性的可视化网络图,从科学、技术和商业3个维度明晰市场目标的专利布局特点。In order to promote top-level design research on high-value patents from top to bottom in the field of basic research and industrial technology, and improve China’s ability to create, apply and manage high-value patents, the SWOP-AHP method is proposed to analyze the current situation of technology and industrial development in relevant fields, and to deeply explore the driving factors, key knowledge maps, core patents, technology roadmap and industrial competitive intelligence, the high-value patent top-level design scheme for "basic research innovation + industrial technology realization" is constructed from the macro, medium and micro levels. Further, taking power quality control as an example, the macro level analysis shows that the application researches of power quality disturbance technology,harmonic technology, voltage sag, microgrid, electrified railway and traction power supply system have become a new direction of current research, and the relevant scientific and technological achievements of various national basic research fund projects have laid a key foundation for the realization and industrialization of power quality control;at the meso level, it is recognized that China has an absolute advantage in H02M7, H02M1, H02J3, H02M3 and other fields,while the world is still in a technical gap and weakness in H04B1, H03F1 and other fields, China needs to increase basic research investment and industrial policy guidance to carry out relevant R&D activities from the perspective of industrial chain and industrial realization;at the micro level, industrial competition intelligence is deeply mined to form a visual network map of technology and industrial correlation, and the patent layout characteristics of market objectives are clarified from the three dimensions of science, technology and business.
