摘  要:为构建全国高速公路联网电子不停车收费(ETC)系统自主安全可控的信息技术体系,采用国产密码算法SM2、SM3和SM4标准全面提升防护能力,实现国产化应用。建设部省两级在线密钥管理与服务技术体系,改造发行系统、车道系统和清分结算系统,完成全国系统升级改造。采用“双兼容”实现已有ETC用户平滑过渡。发行国产密码算法车载设备用于实际生产应用。在切实提高自主安全可控能力的同时,也极大带动了ETC产业蓬勃发展。To archive the independence innovation,self-property right,self-controllable and high safety of the information technology system for the national highway ETC network,it needs to solve a series of key technologies.Among of them,the cryptographic algorithm(SM2,SM3 and SM4 standard)is an important one that must be implemented domestically,through which,the protection capability would be improved comprehensively.Based on this,an online key management and service system was built at the ministry and provincial levels and upgrade was carried out on the issuance system,lane system and clearing and settlement system.During the upgrade the“dual-compatibility”was adopted to guarantee the smooth transition for existing ETC users.On board equipment based on the domestic cryptographic algorithm were installed and applicated in the practical production.By this way,while the high safety and the self-controllable ability was effectively improved,the vigorous development of ETC industry was also strongly promoted.
