基于非期望产出的农地城市流转效率测度及优化——以武汉城市圈为实证

摘　　要：本文以武汉城市圈为研究区域,将非期望产出纳入分析框架,建立SBM-Undesirable模型,测算农地城市流转效率,分析效率影响因素,探寻农地城市流转效率优化策略。研究表明:(1)将非期望产出即环境污染纳入农地城市流转效率的测算体系可有效解决传统效率高估问题;(2)时序上,2010—2019年武汉城市圈农地城市流转总体效率在0.77~0.85区间波动,处于效率较高水平;(3)空间上,城市圈内城市间效率水平差距较大,主要原因在于不同城市在社会经济生产过程中对于污染处理技术的推广利用程度及农地城市流转配置规模的差异;(4)武汉城市圈9市普遍存在资源环境投入要素过剩而经济产出不足、污染排放超量的情况。为促进经济社会有序转型,提高农地城市流转效率,政府应持续鼓励自主创新能力建设,运用高新科技来合理高效利用城市土地,提升农地城市流转技术效率;采取差别化管理政策,加强土地市场化建设,减缓农地城市流转过度的状况,提升农地城市流转规模效率。Taking Wuhan metropolitan area as the research area,this paper incorporated undesirable output into the analysis framework and established a SBM-Undesirable model to measure the efficiency of rural-urban land conversion,analyze the influence factors of the efficiency,and explore the path to improve the efficiency.The results were shown as follows:(1) incorporating undesired output,i.e. environmental pollution,into the calculation system of rural-urban land conversion efficiency could effectively solve the problem of traditional efficiency overestimation;(2) in terms of time sequence,the overall rural-urban farmland conversion efficiency in Wuhan metropolitan area was at a high level,fluctuating between 0.77 ~ 0.85 from 2010 to 2019;(3) in terms of spatial distribution,there was a large gap between cities within the metropolitan area,which was mainly due to the differences in the promotion and utilization of pollution treatment technology in the process of social and economic production and in the allocation scale of rural-urban land conversion;(4) the situation of insufficient economic output and excessive pollution emission resulting from surplus resource and environment inputs was widespread in the 9 cities of Wuhan metropolitan area. In order to promote the orderly transformation of economy and society and improve the rural-urban land conversion efficiency,government should continually encourage the construction of independent innovation ability,and use high and new technology to rationally and efficiently utilize urban land,so as to improve the technical efficiency of rural-urban land conversion;differential management policy should be adopted to strengthen the land marketization construction and slow down the excessive rural-urban land conversion,so as to improve the scale efficiency of rural-urban land conversion.
