摘　　要：医院是国家公共卫生应急体系的组成部分,在突发公共卫生事件应对中发挥着重要作用,其应对能力是一个复杂系统,包括预防、识别、报告、救治、防护等多个环节,涉及人员、技术、设施设备、物资、制度等多项内容。作者基于应急管理理论和国家政策文件对医院突发公共卫生事件应对能力要素进行解析,提出突发公共卫生事件医院应对能力建设建议。Hospitals are important component of the national public health emergency system and play an important role in response to public health emergence.The response capability of hospitals is a complex system,which includes not only prevention,identification,report,treat and protection,but also personnel,technology,facilities,materials and rules.Based on the emergency management theory and the national policy,this paper analyzes hospital’s capabilities in response to public health emergency.Furthermore,some suggestions to improve it were put forward.
