新型农业经营主体与新型职业农民“两新融合”机制构建

摘　　要：中国现代农业的从业主体,从组织形态看是家庭农场、合作社等,从个体形态看就是新型职业农民。“两新”融合发展是各自的内在需要和客观趋势,但现实中并未真正实现融合,存在匹配性较差、培育体系不完善、自身认知和市场行为局限性、利益联结机制不够完善、扶持政策不能协调统一等问题。从典型案例得知,“两新融合”本质上是缔结增强双方协调性和稳定性的利益联结方式,以消除土地制度障碍为前提,以完善农业社会化服务体系为基础,构建“要素融合+市场化运作+三方协作”的融合机制,最终实现在新型农业经营主体中培育新型职业农民,在培育新型职业农民的过程中壮大新型农业经营主体。The main body of modern agriculture in China is a new agricultural business entities such as family farms and cooperatives in terms of organizational form, and new occupation farmers in terms of individual form. The integration and development of the “two new” are their own internal needs and objective trends, but in reality they have not achieved true integration. There are poor matching, imperfect cultivation systems, limitations in self-cognition and market behavior, and inadequate interest linkage mechanisms. Issues such as the inability to coordinate and unify the improvement and support policies. It is known from typical cases that the essence of “two new integration” is to establish a method of benefit connection that enhances the coordination and stability of both parties. It is based on the elimination of land system barriers and the improvement of the agricultural socialized service system. Three stages of mutual integration and in-depth integration, to build a integration mechanism of “factor integration(land, labor, capital, technology) + market operation(improving integration efficiency and effectiveness, defining integration limits) + government support(making support policies)”, And finally realize the cultivation of new occupation farmers in the new agricultural business entities, and strengthen the new agricultural business entities in the process of cultivating new occupation farmers.
