澳大利亚农业研究开发与推广体系转型发展的历史及其政策争辩

摘　　要：20世纪90年代以来,澳大利亚政府依法创建了各种以产业主导的“研究开发公司”和“合作研究中心”,并通过转型发展逐步建立起多元主体参与、用户导向的农业研究开发与推广服务体系,并使重点逐步转向产业创新、社区能力建设和环境推广服务。澳大利亚农业研究开发与推广体系转型发展是对传统的以政府为主导的服务体系的某种改革和突破,因此引发了激烈的政策争辩,包括政府部门提供服务的适当性及目标指向等。澳大利亚农业研究开发与推广服务体系转型发展尽管存在许多问题,但其创建以产业为主导的服务体系的另类经验及其引发的政策争辩,依然值得我国在新时代农业研究开发和推广服务体系创新中借鉴和参考。Since the 1990s,the Australian government has created various industry-led“Research and Development Corporations”(RDC)and“Cooperative Research Centres”(CRCs)in accordance with the law,and gradually established a multi-subject participation and user-oriented agricultural research development and extension service system through transformative development,and made the focus of research development and services increasingly shift to industry and community capacity building and environmental extension services.The transformative development of the Australian agricultural research development and extension service system is a reform and breakthrough for the traditional government-led agricultural research development and extension service system,which has caused fierce policy debates,including the justification to the provision of agricultural research and development and extension services by government departments and its goals,etc.Although there are many problems in its alternative experience in creating an industry-led agricultural research and development and extension service system and the policy debates it has triggered may be able to provide some important empirical references for the agricultural research and development and extension service system innovation of China in the new era.
