摘　　要：文章通过对顶层框架设计、大数据共享应用、人员自主申报制度等方面进行研究,建立了一套完整的社区人员管理办法。聚焦城市社区人员流动这一复杂问题,综合运用信息化手段、数字化思维,构建社区人员结构、流动模型,建立立体式社区人员流动数据链路,减少“流管员”上门摸排工作量,提升社区管理水平。This paper establishes a complete set of community personnel management methods through research on top-level framework design,big data sharing application,personnel self-declaration system,etc.Focus on the complex problem of urban community personnel flow,comprehensively use of information technology and digital thinking to build community personnel structure and flow model,establish a three-dimensional community personnel flow data link,reduce the workload of administrator investigation door to door and improve the community management level.
