基于fsQCA的创新型城市科技创新政策多元路径分析

摘　　要：创新型城市为我国创新驱动发展战略目标的实施提供了强有力的支撑。本文从科技创新政策推动创新型城市建设的角度,将2017—2019年72个创新型城市的科技创新政策作为研究对象,运用fsQCA方法,探索助力创新型城市发展的最佳科技创新政策组合,并结合客观数据和实际举措,探讨创新型城市发展路径。结果发现,不同类型的科技创新政策之间存在互补性,地方政府在出台政策时需利用科技创新政策的多元组合;在2017—2019年,以平台载体政策、企业培育政策、成果转化政策和创新生态政策为主导的政策组合能够有效提升创新型城市的创新能力;所有多元政策路径都把营造良好的创新创业环境放在了至关重要的位置。研究结论揭示了影响因素之间的多重并发因果关系,为创新型城市科技创新政策的立废改提供了依据。Innovative cities provide strong support for the implementation of China’s strategic goal of innovation-driven development.From the perspective of science and technology innovation policies promoting the construction of innovative cities,this paper takes science and technology innovation policies of 72 innovative cities from 2017-2019 as the research object,applies the fsQCA method to explore the best combination of technology innovation policies to help the development of innovative cities,and combines objective data and practical initiatives to explore the development path of innovative cities.The results show that complementarity exists between different types of technology innovation policies,and local governments need to make use of multiple combinations of technology innovation policies when introducing policies;in 2017-2019,a policy combination led by platform carrier policy,enterprise cultivation policy,achievement transformation policy and innovation ecology policy can effectively enhance the innovation capacity of innovative cities;in all multiple policy paths,the creation of a good innovation and entrepreneurship environment is given a crucial position.The findings of the study reveal the intrinsic mechanism of enhancing the innovation capacity of innovative cities,and provide a basis for the establishment,abolition and modification of technology innovation policies in innovative cities.
