摘　　要：海洋是高质量发展战略要地,是国土空间的重要组成部分。当前,对国土空间规划监测评估预警的研究多集中在陆地,对海洋的关注度总体不高。在建设海洋强国、坚持陆海统筹、实施“双碳”战略的时代背景下,侧重实施性的滨海城市国土空间规划有必要进一步彰显海洋特色、强化对海洋国土空间规划监测评估预警的研究。文章分析了传统海洋国土空间规划监测评估预警的不足,梳理了新时期海洋国土空间规划监测评估预警的思路,基于实际工作中海洋数据的可获得性明确了不同阶段应关注的主要内容和技术方法,这对于完善海洋国土空间规划监测评估预警方法,及时发现海洋问题和短板、强化规划监督实施、提高海洋空间治理能力具有重要意义。The ocean is strategic in high quality development and important in national territory.At present,the research of the monitoring,evaluation,and early warning of territorial space focuses mostly on land and rarely on ocean.In the era of building a strong maritime country and promoting land-sea integrated development,territorial space planning of coastal cities shall highlight ocean characters and strengthen research of the monitoring,evaluation,and early warning of marine space.The paper studies the shortcomings of traditional methods,proposes concepts in the new era,and clarifies the major content and technical methods at different stages based on data availability.It will help integrate the methods of monitoring,evaluation,and early warning of territorial space,discover marine space problems,strengthen planning implementation monitoring,and improve marine space governance.
