加拿大素里市城市生物多样性保护规划经验及其启示

摘　　要：加拿大生物多样性保护在国际上具有优秀的经验积累,素里市是其中少数拥有市级生物多样性保护战略的城市之一。通过研究加拿大素里市生物多样性战略,梳理其生物多样性保护战略框架,总结其在生物多样性水平评估、双层级保护管理模式、监测反馈机制以及公众认知参与方面的经验,并提出对我国市级生物多样性保护规划的4个启示,分别是科学评估城市生物多样性水平,多层协同的保护规划,注重公众参与以及加强与完善相关政策制度。Canadian biodiversity conservation has accumulated excellent experience internationally,and Surrey is one of the few cities that have a municipal biodiversity conservation strategy.Through studying the biodiversity strategy of Surrey City,this paper sorts out the framework of the strategy,summarizes its experience in biodiversity level assessment,two-level conservation management model,monitoring and feedback mechanism,and public awareness and participation.Four implications for municipal biodiversity conservation planning in China are put forward,namely,scientific assessment of urban biodiversity level,multi-layer collaborative conservation planning,emphasis on public participation,and strengthening and improvement of relevant policies and systems.
