摘　　要：文章以基本养老保险全国统筹为背景,基于演化博弈理论,确定中央政府、地方政府与企业三方主体的最优空间存在状态,运用软件仿真刻画不同主体之间策略选择的动态发展过程与最终演化结果,为最终实现基金可持续发展提供执行依据。研究结果表明:博弈主体的策略选择与其各自的成本收益密切相关,政策执行力度通过系统传导可以影响博弈主体的策略选择,假设条件不同影响政策执行效果。从中得出启示:建立激励约束相容的考评机制,建立垂直管理的业务经办体系,适当降低企业的养老保险费用,完善统一共享的信息管理系统。Based on the national overall planning of basic pension insurance and the evolutionary game theory,this paper determines the optimal spatial existence state of the central government,local government and enterprises,and uses software simulation to depict the dynamic development process and final evolution result of strategy selection among different subjects,so as to provide implementation basis for the final realization of pension fund sustainable development.The results show that the strategy choice of game players is closely related to their respective costs and benefits;Policy execution can affect the strategy choice of game players through system transmission;Different assumptions affect the effect of policy implementation.The enlightenments are:establish an evaluation mechanism with the compatibility of incentive and restraint;establish a business handling system of vertical management;appropriately reduce the pension insurance expenses of enterprises;improve the unified and shared information management system.
