摘　　要：从国际移民动因理论、移民管理政策理论和移民融入政策理论三个方面对国内外学者的观点进行梳理后发现:现有理论对于造成移民现象的原因分析较多,对于解决移民问题的对策研究较少。应从法律上明确非法移民的概念;重视公安机关在移民管理中的作用;完善移民遣返的内涵与程序;立足国情,探索国际移民社会融入的中国路径。After using the literature method to sort out the views of domestic and foreign scholars from three aspects: the theory of international migration motive, the theory of migration management policy and the theory of migration integration policy, we found that the existing theories have more analysis on the causes of migration phenomenon and less research on countermeasures to solve the migration problem. We should clarify the concept of illegal immigrants in law;improve the repatriation procedures of illegal immigrants;learn from the desirable features of immigrant integration policies in western countries, and explore the Chinese path of social integration of international immigrants by taking into account the specific conditions of China.
