新发展格局下应加快构建消费主导型经济体系

摘　　要：通过回顾经济学理论发现,消费在经济循环中具有重要的地位和作用。消费是社会再生产的终点,也是引起整个循环的起点;是生产的目的,也是生产的动力。改革开放以来,我国消费对GDP增长的贡献呈3个阶段的“U”型波动,消费始终是支撑经济增长的稳定和持久的动力。我国消费率偏低,与工业化进程和成为全球制造业基地相关,也说明当前消费潜力没有完全释放。进入新发展阶段,增强国内大循环主导作用,应加快构建消费主导型经济体系。当前我国进一步扩大消费的制约主要在于投资与消费的动态适配性不足,供给不能有效满足并创造需求,以及收入分配格局不合理、社会保障体系尚不完善、中等收入群体比例偏低等造成的社会消费力不足。立足新发展阶段,要着眼于处理好优化投资结构与服务消费需求相统一、改善收入分配结构与扩大中等收入群体比重相统一、促进产业升级与消费升级相统一、完善社会保障体系与促进城乡消费相统一这四组关系,确保经济长期稳定增长。Through reviewing the economic theories,this paper finds that consumption plays an important role in the economic cycle.Consumption is the end of social reproduction and the starting point of the whole economic cycle,and it is not only the purpose of production,but also the power of production.Since the reform and opening-up,the contribution of consumption to GDP growth in China has shown a“U”shape fluctuation in three stages,and consumption has always been a stable and lasting power supporting economic growth.China’s low consumption rate is related to the process of industrialization and becoming a global manufacturing base,which also indicates that the current consumption potential has not been fully released.Entering into a new stage of development,in order to strengthen the leading role of the major domestic cycle,our country needs to further accelerate the construction of consumption-lead economic system.At present,the restriction of further expanding consumption in China mainly lies in the lack of dynamic compatibility between investment and consumption,the inability of supply to effectively meet and create demand,and the lack of social consumption power caused by unreasonable income distribution pattern,imperfect social security system and low proportion of middle-income groups.Based on the new stage of development,our country needs to optimize the investment structure to focus on service unifies consumer demand,improve the income distribution structure and enlarge the proportion of middle-income groups unifies,promote industrial upgrading and consumption upgrade unifies,perfect social security system and promote consumption unifies the four groups of relations between urban and rural areas,ensure the long-term stable economic growth.
