摘 要:从资本深化与技术进步要素偏向关系出发,应用DEA方法测算分析中国产业技术进步的偏向性特征,并从产业结构和价值链升级两方面综合考察技术进步的产业升级效应。研究结果显示:技术进步资本偏向逐渐降低趋向中性是中国产业技术进步偏向的主要特征,技术进步的主要贡献来源于规模效率改善,其产业升级效应就是以投入有偏技术进步和规模效率变动为主要作用因素。虽然技术进步并不一定由资本深化推动,资本深化与技术进步资本偏向也没有必然联系,但是要素组合变动反映出资本深化与技术进步资本偏向间有着更加紧密的联系,技术进步对产业升级,尤其是产业价值增值和结构高级化表现出更加重要的作用。From the relations between capital deepening and technology progress,this paper investigates the effect of technology progress on industrial upgrading from industrial structure and value chain upgrading,on using Data Envelope Approach(DEA)to measure and analyze the bias of technology change in China.The results show that the main characteristic of technology change bias in China is gradual decline of capital bias towards neutral.Scale efficiency improving makes the major contribution to technology change and the effect on industrial upgrading is mainly due to the biased technological progress in input and scale efficiency improving.Although technology progress is not necessarily driven by capital deepening and the relationship between capital deepening and capital biased technology progress isn’t symmetrical,the change of factor combination reflects that there is a closer link between capital deepening and technology progress biased capital.Technology progress is more important to industrial upgrading,especially to industrial value added and structure advanced.
