社交媒体时代公民权利的放大、失控与调适

摘　　要：社交媒体对公众的赋权是一把双刃剑。一方面可以革新公众社会参与的方式,公众可借助社交媒体发挥话语权从而促进信息公开;另一方面,在互联网匿名身份的许可下,部分公众的行为逐渐失控,并走向不理智的群体狂欢。社交媒体时代公民权利的放大与失控行为存在激烈的冲突与矛盾,并在社交媒体时代呈现明显的正负效应,透过释放公众话语权的传播民众化转向的表面,公民行为的规范及其背后的运行机制仍是需要持续研究的课题。理性与非理性冲突的调试之策不仅需要硬法治之,更需从根源析出实质矛盾,革新互联网治理模式、识别不同语境下的舆情研究、完善监测机制或许是可行路径。Social media’s empowerment of the public is a double-edged sword.On the one hand,it can innovate the way of public social participation,so the public can use social media to exert their voice and promote information openness.On the other hand,with the permission of anonymity on the Internet,part of the public’s behavior is gradually out of control,becomes collectively irrational.In the era of social media,the amplifi cation and out-of-control behavior of civil rights have intense confl icts and contradictions,which have caused obvious positive and negative eff ects.Through the release of the public discourse power of the communication to the surface of the popular turn,the standardization of citizen behavior and the operating mechanism behind it is still a subject that needs to be studied continuously.The adjustment of the confl ict between rationality and irrationality not only needs to enforce the rule of law,but also needs to separate out the essential contradiction from the root.It may be feasible to innovate the Internet governance model,identify public opinion research in diff erent contexts,and improve the monitoring mechanism.
