摘  要:转轨期各种风险问题急剧增加,基层风险治理逐步走向责任互嵌互构、高度动态化方向。面对复杂多变的风险,基层政府和基层干部在任务繁重、资源匮乏的情况下,往往通过“击鼓传花”的形式,规避棘手风险问题的治理责任。这必然导致风险治理责任难以切实履行到位,进而产生基层政府责任堆积、责任共同体解构、“责任型”风险放大等负效应。绩效考核压力过重、干部治理能力不足、问责制度建设滞后等构成基层风险“击鼓传花”主要原因。为此应通过完善“泄压”制度建设、加强干部治理能力培育和优化政府问责制度设计等措施,避免基层政府风险治理“击鼓传花”现象。During the transition period,with the surge of various risks,the responsibilities of primary-level risk governance have gradually become mutually embedded and constructed and highly dynamic.Facing complex and ever-changing risks,primary-level governments and officials,in the context of heavy tasks and scarce resources,usually pass on their governance responsibilities to avoid thorny risks.This will inevitably lead to difficulties in effective risk governance,which in turn will result in negative effects such as the accumulation of responsibilities,the deconstruction of responsibility communities,and the amplification of responsibility risks.The main reasons for such a phenomenon include excessive pressures from the performance appraisal,inadequate governance capacity of officials,and the lagging construction of the accountability system.Therefore,it is necessary to take measures such as improving the construction of the “pressure relief” system,enhancing the cultivation of the officials’ governance capacity,and optimizing the design of the government accountability system.
