“一带一路”倡议下我国应急管理国际合作实践与启示

摘　　要：我国的应急管理国际合作起步晚,但成效显著。基于治理理论框架,从合作的内容、形式和主体三个方面总结了“一带一路”倡议下我国应急管理国际合作所取得的成就,一个全方位的、宽领域的、多层次的、开放的应急管理国际合作体系已经初步形成;同时剖析了我国应急管理国际合作中存在的问题,参与性大于主导性,应急管理队伍中缺乏专业性的人才,学习借鉴国外先进经验时重技术而轻战略,理论研究落后于实践等。为构建持久和平、普遍安全、共同繁荣、开放包容的应急管理国际合作体系,应当要以“一带一路”自然灾害防治和应急管理国际合作机制为突破口,认真学习和贯彻中共中央有关指导思想和基本原则,坚持总体国家安全观;重视顶层设计,走稳走实走深应急管理国际合作机制;多举措并举,推动开展全方位、多渠道的国际交流和合作平台;不断拓宽应急管理国际合作领域,助力“全灾种、大应急”的应急管理机构改革;大力培养应急管理国际合作人才,提升我国在应急管理国际合作领域的影响力和国际话语权。Though started late, China’ s international cooperation in emergency management has achieved remarkable achievements, especially under the initiative of One Belt, One Road. A comprehensive, wide range, multi-level and open international cooperation network on emergency management has been initially formed. Meanwhile, problems faced should also be made clear, such as we participate rather than dominate the cooperation, theoretical research lags behind practice, focus on technology over strategy when we learn from foreign advanced experience, and lack professional talents. In order to build up an International Cooperation Governance System for Emergency Management on the basis of sustainable management, lasting peace, universal security, common prosperity, openness and inclusiveness, we should timely conclude the past experience, earnestly study and implement the guiding ideology and basic principles of the CPC Central Committee,adhere to the overall concept of national security, pay more attention to top level design, construct international cooperation governance mechanism for Emergency Management step by step, constantly broaden the platform for foreign cooperation and cultivate international cooperation talents to raise our influence and international voice in the international cooperation on emergency management.
