摘　　要：随着新冠肺炎疫情在全球蔓延,全社会公众健康、生命安全及经济发展等均面临着巨大的威胁与挑战。我国疫情防控取得了重要成效,但这次疫情暴露出的国家在重大疫情防控体系和公共卫生应急管理体系建设方面存在的短板和不足也不容忽视。通过分析探讨部分国家在法律法规、筹资机制、硬件软件、支撑保障等方面开展应急能力提升建设的经验要点,以期为完善我国重大疫情防控体制机制,健全公共卫生应急管理体系提供参考。With the spread of the COVID-19 epidemic worldwide,the public health and life safety and economic development of the whole society are facing huge threats and challenges.Although China s epidemic prevention and control has achieved important results,this epidemic has exposed the shortcomings and deficiencies in the construction of major epidemic prevention and control systems and public health emergency management systems that should not be ignored.This article aimed to provide reference for perfecting the system and mechanism of major epidemic prevention and control in China and improving the public health emergency management system by analyzing and discussing the experience points of some countries in improving emergency response capacity in terms of laws and regulations,financing mechanism,hardware and software construction,and support system.
