绿水青山转化为金山银山的马鞍山“白菜心”发展模式浅析

摘　　要：要实现生态、经济、社会三位一体协同共进的高质量发展,就必须重视研究生态产品的价值实现路径与模式。通过运行适当的路径模式提高生态产品的交易效益,将绿水青山转化为金山银山,实现其生态价值。本文研究论述了马鞍山关于绿水青山转化为金山银山的“白菜心”发展模式的内涵和经验,提出了以下发展建议:开展生态价值普查评估,科学编制马鞍山市生态产品供给规划;构建生态产品标准、认证和标识体系,探索生态产品价值实现的创新机制;创新区域生态一体化合作机制,完善“白菜心”发展模式;借鉴“湿地银行”“耕地银行”制度,试点组建大公圩圩田保护银行,以期为其他地区生态产品价值实现提供参考。To realize high-quality development with harmonious and integrated progress in ecology,economy and society,efforts should be made and focused on the eco-product value realization paths and modes.In suitable paths and modes,the trading benefits of eco-products could be improved and lucid waters and lush mountains could become a vast source of economic benefits,realizing their eco-value.In this paper,an exposition was made on the connotation and experience of the"cabbage heart"development model for making lucid waters and lush mountains a vast source of economic benefits in Ma'anshan City,and such development suggestions were put forward as carrying out an eco-value survey and assessment to scientifically formulate the eco-product supply plan in the city,establishing the eco-product standard,certification and identification system to explore the innovative mechanism for realizing eco-product value;innovating the regional eco-integrated cooperation mechanism to improve the"cabbage heart"development model,drawing on the wetland bank and farmland bank systems for reference to set up a pilot Dagongwei polder protection bank,so as to provide reference for realizing eco-product value in other regions.
