摘  要:北约盟军反简易爆炸装置联合条令源于提高自身应对简易爆炸装置袭击的能力、降低伤亡损失的需求,是北约盟军几十年来打击简易爆炸装置袭击活动军事行动经验的总结。该条令全面反映了北约盟军应对简易爆炸装置袭击的作战理念与作战方法,是其在动乱国家或地区联合应对简易爆炸装置袭击的指导性文件。本文介绍了该条令的起源与发展,并以2018年发布的第三版文件为参照,剖析了该条令的目的及其对反简易爆炸装置军事行动的功能定位、原则与基本策略,解读了该条令各章节的主要内容。该条令中给出的应对简易爆炸装置袭击的作战策略与作战理念为军队在国外执行维和任务时应对简易爆炸装置袭击等提供借鉴。The North Atlantic Treaty Organization(NATO)Allied Joint Doctrine for Countering Improvised Explosive Devices(NATO C-IED)is a summary of the operational experience of NATO with respect to Improvised Explosive Device(IED)attacks over the past few decades.It is formulated to improve the ability of NATO allies to respond to IED attacks and reduce casualties and losses resulting from such attacks.This doctrine is a comprehensive reflection of the operational concepts and methods that constitute NATO’s response to IED attacks,and it guides the joint response of NATO members to IED attacks in troubled countries or regions.Based on the third edition of the NATO C-IED Doctrine issued in 2018,in this paper,the origin and development of this doctrine are discussed,and its purpose,functional orientation,and basic strategies are analyzed.Moreover,the contents of each chapter are interpreted.The operational strategies and concepts presented in the NATO C-IED Doctrine provide useful information for the military to deal with IED attacks during peacekeeping operations outside China.
