摘　　要：新时代军队重塑军费管理体制,人工智能可为其提供必要的技术支撑。但是,现有研究主要关注数字化能力演进路径的视域下平台型军费管理的概念性分析以及人工智能对平台型军费管理个别环节的支撑,缺乏对平台型军费管理全流程的框架研究和实践研究。本文结合军费管理新体制和人工智能的应用价值,从定义平台供需方、搭建技术基础和明确人工智能应用三个方面,构建了人工智能支撑的平台型军费管理的技术框架。同时,探索了平台型军费管理的实践路径:坚持集中统管与技术主导相结合的平台搭建模式,强化服务部队以改进集中式平台发展模式的不足,采用与军队管理情境相适应的平台理念和模式。人工智能赋能新时代军费管理,必将提升预算绩效水平,更好地发挥军费效益。Military expenditure management systems are being reshaped using artificial intelligence(AI)for technical support.Existing research mainly focuses on military expenditure management based on the evolution of digital capabilities.Additionally,some studies conducted the conceptual analysis of platform-based military expenditure management and the support of AI for individual links in platform-based military expenditure management.However,there is an insufficient framework and practical research on the entire process.This paper proposes a technical framework of platform-based military expenditure management supported by AI by combining new military expenditure management systems and application values of AI.The proposed framework is constructed based on three aspects:defining the supplies and demands of the platform,building the technical foundation,and clarifying the applications of AI.Simultaneously,this paper explores the realization paths of platform-based military expenditure management by adhering to platform construction models that combine centralized management and technology leadership,strengthen service forces to resolve the shortcomings of centralized platform development models,and adopt platform concepts and models suitable for military management situations of interest.AI empowers military expenditure management in the new era,enabling improved budget performance and efficient military expenditure.
