摘 要:随着各地生活垃圾分类制度的实施,生活垃圾的全过程处理费用显著增加,而现行居民垃圾处理费收费标准远低于实际处理费用,致使政府财政压力凸显。以苏州市为例,通过对居民垃圾分类处理的全过程费用进行测算,对随水费定额征收、以小区为单位按量征收、水消费系数法按量征收、智能称重定量征收4种收费模式的适用性进行了对比分析,提出了现阶段宜采用水消费系数法按量征收的生活垃圾处理费的模式来提高生活垃圾处理费收费标准,且逐步过渡至智能称重定量征收模式,以供参考。With the implementation of domestic waste classification system in various cities,the whole-process disposal fee has increased significantly.However,the current charging standard of waste treatment is much lower than the actual cost,which has caused the financial pressure of government.This study compared the applicability of 4 charging ways,including levying by water tariff,waste generation,water consumption coefficient method and smart weighing,and predicted the whole-process cost of domestic waste classification.This study proposed that the mode of domestic waste disposal fee collected by volume and water consumption coefficient method was the appropriate way to improve the charging standard at this stage.And the intelligent weighing and quantitative collection mode will be the prospective charging way in the next few years.This study will propose useful suggestions on charging policy of domestic waste for the reference of decision-makers.
