电价政策调整对工商业用户用电影响研究——基于浙江省企业调研数据的分析

摘　　要：研究电价政策调整对工商业用户用电的影响,对进一步完善相关电价政策具有重要意义。本文利用2021年浙江省各市工商业用户的实地调研数据,首先通过设置情景类问题,考察工业用户和商业用户在不同电价变动幅度下的用电量价格弹性,并运用OLS、有序logit和有序probit估计方法对工业用户和商业用户的用电价格弹性影响因素进行分析。结果表明:绝大多数行业工业用户和商业用户的用电量受电价变动的影响较小,即用电量缺乏弹性。电压等级、用电规模、用电成本和电价水平是影响工业用户用电价格弹性的主要因素,用电成本和电价水平是影响商业用户用电价格弹性的主要因素。基于此,应优化分时电价方案、优化电价机制设计、完善代理购电体系。The study of electricity price policy adjustment on electricity consumption of industrial and commercial users is of great significance to further improve the electricity price mechanism design. Based on the survey data of industrial and commercial users in Zhejiang Province in 2021, this paper examines the price elasticity of electricity consumption for industrial users and commercial users under different electricity price fluctuations scenarios, and adopts OLS, ordered logit and ordered probit methods to analyze the impact factors of electricity price elasticity of industrial users and commercial users. The results reveal that the electricity consumption of most industrial and commercial users in most industries is inelastic. The voltage grade, electricity consumption scale, electricity cost and electricity price grade are the main factors affecting the electricity price elasticity of industrial users. electricity cost and electricity price level are the main factors affecting the electricity price elasticity of commercial users. Finally, some policy implications are put forward, such as optimizing the time-of-use electricity price scheme and optimizing the design of electricity price mechanism.
