摘 要:随着北京、上海、沈阳等18个试点城市陆续开展利用集体建设用地建设租赁住房改革探索,越来越多的学者开始研究集体建设用地租赁住房租金及风险分担问题。本文从风险和收益两个角度构建讨价还价博弈模型,研究得到不完全信息动态博弈下租金及其风险分担的纳什均衡解。实例研究结果表明:房地产开发企业加强项目全寿命周期成本管控,降低项目成本;运营租赁公司和承租者建立有效的沟通渠道,以降低耗散系数,使租金定价达到双赢的结果。无论是集体经济组织,还是房地产开发企业,先提出租金风险分担比例的一方处于优势地位,所承担的风险份额较少,参与主体可通过增加自身的“耐受度”,以降低所承担的风险。基于此研究得出:租金受承租者所能承受最高租金的制约,而工资水平是影响承租者所能承受最高租金的重要因素;相关部门应建立健全集体建设用地租赁住房租金信息服务与监督机制,探索建立租金形成、监测、指导和监督机制。As 18 pilot cities such as Beijing, Shanghai and Shenyang carry out the reform and exploration of using collective construction land to construct rental housing, more and more scholars begin to study the rent and risk sharing of collective construction land rental housing.This paper constructs a bargaining game model from the perspectives of risk and income, and studies the Nash equilibrium solution of rent and its risk sharing under the dynamic game with incomplete information. The results of the case study show that: real estate development enterprises strengthen the project life-cycle cost control, reduce the project cost;Operate leasing companies and leases Establish effective communication channels to reduce the dissipation coefficient and achieve a win-win result in rental pricing. Whether it is collective economic organization or real estate development enterprise, the party who puts forward rent risk sharing ratio first is in an advantageous position and bears less risk share. Participants can increase their "tolerance" to reduce the risk they bear. Based on this study, it is concluded that the rent is restricted by the maximum rent that the tenant can afford, and the wage level is an important factor affecting the maximum rent that the tenant can afford. Relevant departments should establish and improve rental information service and supervision mechanism of collective construction land rental housing, and explore the establishment of rental formation, monitoring, guidance and supervision mechanism.
