摘　　要：中国共产党高度重视国家现代化建构与治理。中国共产党是代表人民根本利益的政党,国家建构与治理现代化的核心要义是实现人民的民主权利和落实人民主体地位。人民当家作主的执政理念是和马克思主义的“人民是历史的主人”“人民是历史的创造者”的基本原理一致的。中国共产党带领全国人民制定一整套国家治理制度,形成一套以人民民主权利和人民主体地位为中心的价值体系。在国家基本制度基础上,组织、协调、引导国家和社会治理主体积极参与国家治理,各个治理主体间形成完备和强有力的纵向和横向治理机制。The Communist Party of China attaches great importance to the construction and governance of national modernization.The CPC is a party that represents the fundamental interests of the people,and the core essence of the modernization of constructing and governing China is to realize the democratic rights of the people and their dominant status.The governing concept of the people being the masters of the country is consistent with the basic principles of Marxism that“the people are the masters of history”and“the people are the creators of history”.The Communist Party of China has led the people of the whole country to formulate a complete set of national governance systems,forming a set of value systems centered on the people’s democratic rights and the people’s dominant status.On the basis of China’s basic system,the Communist Party of China organizes,coordinates,and guides the country and social governance entities to actively participate in national governance,and forms complete and powerful vertical and horizontal governance mechanisms among various governance subjects.
