摘　　要：包容性绿色增长是实现中国经济高质量发展的重要战略选择。基于离散数据的函数化建模思想,(1)首次构建函数型包容性绿色增长指数,测度分析了2000-2019年中国包容性绿色增长的连续动态轨迹;(2)从静态的绝对水平和动态的增长势能两个角度,检验了中国包容性绿色增长的时空差异;(3)基于时空视角,从全国和三大地区两个层面测度并分解了包容性绿色增长的时空差异。研究发现:(1)由于经济发展维度熵权显著高于其他三个维度,对包容性绿色增长指数构成占绝对主导作用,中国包容性绿色增长的演变规律与中国经济增速变化的阶段性特征密切对应;(2)尽管三大地区静态的包容性绿色增长水平存在显著差异,但区域之间的增长速度和加速度差异并不明显。(3)东部地区经济发展和社会机会公平的差异相对较大,而中西部地区绿色生产消费和生态环境保护的差异较大。研究探明了中国包容性绿色增长的现实状态,为进一步提升绿色化和社会包容性提供了具有瞄准功效的政策建议。Inclusive green growth is an important strategic choice for achieving high-quality economic development in China.Based on the idea of functional modeling of discrete data,this paper first constructs a functional inclusive green growth index for the first time,measuring and analyzing the continuous dynamic trajectory of China’s inclusive green growth from 2000to 2019,and then examines the spatial and temporal disparities in China’s inclusive green growth,both in terms of static absolute levels and dynamic growth potentials.Finally,based on the perspective of time and space,the spatial and temporal disparities of inclusive green growth are measured and decomposed at two levels:national and three major regions.The results show that:(1)since the entropy weight of economic development dimension is significantly higher than the other three dimensions,it plays an absolutely leading role in the composition of inclusive green growth index,the evolutionary pattern of China’s inclusive green growth closely corresponds to the phased characteristics of China’s economic growth rate;(2)although there are significant disparities in the static levels of inclusive green growth in the three major regions,the disparities in the growth speed and acceleration between regions are not significant;(3)the disparities in economic development and social opportunity equity are relatively large in the eastern region,while the disparities in green production and consumption and ecological environmental protection are larger in the central and western regions.The real state of inclusive green growth in China is explored,and policy recommendations with targeting efficacy are provided to further enhance greening and social inclusion.
