公共服务动机如何影响干部培训制度——基于调查项目数据的比较分析

摘　　要：党性教育既是干部培训的必修内容,又是干部培训的价值旨趣。党的十八大以来,党中央高度重视将党性教育融入干部培训,以优化干部培训制度为抓手不断推进新时代的党性教育。公共服务动机是一种个体自觉服务于他人及社会的心理倾向,党政干部公共服务动机即自觉为人民服务的党性意识。干部培训是党性教育感知与强化的外部条件,公共服务动机是激活党性教育感知与强化的内部因素,外部条件通过激活内部因素来起作用。基于对2276份样本进行数据分析,发现干部培训制度与党政干部公共服务动机及其子维度有着明显的线性相关关系。以公共服务动机为视角,发现当前干部培训制度依然存在着培训方式不能满足学员需求进而影响培训内容的吸收,培训机构不能有效配置资源、推陈出新,调训机制不能有效激励干部的学习积极性等问题。干部培训应坚持提升党政干部公共服务动机水平的价值取向,将党性引领化为更为可视化的预测、检测手段,贯穿于干部培训的始终,以便通过疏解党政干部的心理压力、矫正其对“个体—组织匹配度或需求—供给匹配度”的认知,促进干部培训制度的优化,有效提升党政干部的党性修养。Party spirit education is not only a required content but also the value purport of cadre training.Since the 18th National Congress of the CPC,the CPC Central Committee has attached great importance to integrating Party spirit education into cadre training,and has continuously promoted Party spirit education in the new era by optimizing the cadre training system.Public service motivation is a psychological tendency of individuals to consciously serve others and the society.The public service motivation of the Party and government cadres is the awareness of the Party spirit of serving the people on one’s own free will.Cadre training is the external condition for the perception and strengthening of Party spirit education.Public service motivation is an internal factor that activates the perception and strengthening of Party spirit education.External conditions will come into play by activating internal factors.Based on a data analysis of 2276 samples,it is found that there is a significant linear correlation between the cadre training system and the public service motivation of the Party and government cadres and its sub⁃dimensions.From the perspective of public service motivation,it is found that there are still some problems in the current cadre training system,such as the training methods cannot meet the needs of the trainees,thus affecting the absorption of training contents;the training institutions cannot efficiently allocate resources and bring forth the new;and the training mechanism cannot effectively stimulate the learning enthusiasm of cadres.In training cadres,it is necessary to adhere to the value orientation of improving the public service motivation of the cadres,and turn Party spirit guidance into a more visual prediction and detection method throughout the whole process of cadre training,so as to promote the optimization of cadre training system and effectively enhance the Party spirit cultivation of cadres by relieving their psychological pressure and modifying their cognition of“person⁃or
