制度优势和治理效能:应对百年大变局的根本法宝  

Institutional Advantages and Governance Efficiency: the Fundamental Magic Weapon for Coping with Great Changes in One Century

摘　　要：“世界处于百年未有之大变局”这一科学判断的理论价值与实践意义绝非仅在当下,应该放在马克思主义发展史上来考察,这是继马克思恩格斯、列宁、毛泽东和邓小平之后,对国际形势的里程碑式的总体判断;将中国特色社会主义制度优势的“政治势能”化为治理体系和治理能力现代化的“政治动能”,这是应对“百年未有之大变局”挑战的根本法宝。制度优势是基础,治理效能是手段,制胜大变局是目的。The theoretical value and practical significance of the scientific judgment that "the world is undergoing profound changes unprecedented in a century”is by no means focused merely on the current circumstance;it should,instead,be examined in the context of the development history of Marxism,for it is a landmark overall judgment of the international situation after Marx and Engels,Lenin,Mao Zedong and Deng Xiaoping. Turning the“political potential energy”of the socialist system with Chinese characteristics into the“political momentum”of the modernization of the governance system and capacity is the fundamental magic weapon to deal with the challenge of“profound changes unseen in a century”. The institutional advantage is the foundation,while the governance efficiency is the means,and the victory over the profound changes is the goal.
