摘　　要：建设面向南亚东南亚辐射中心,云南农业对外开放负有重要使命。云南农业对外开放主要面向南亚东南亚地区,通过梳理云南农业对外开放成效与经验,分析国际环境、国内政策、投资主体和社会服务能力相关制约因素,结合“十四五”规划对云南农业对外开放进行定位与目标分析,在制度设计、主体培育与壮大、服务支持体系和区域国际性技术创新方面提供对策建议,有助于云南农业更好地主动服务和融入国家发展战略,对于构建对外开放新格局新高地、建设面向南亚东南亚辐射中心有重要参考意义。The agricultural openness of Yunnan has the important mission to build the radiation center facing South and Southeast Asia.The agricultural openness of Yunnan is mainly oriented to South and Southeast Asia.By combing the effectiveness and experience of Yunnan’s openness,analyzing the constraints related to the international environment,domestic policies,investment subjects and social service capacity,and combining the 14th Five-Year Plan,this paper makes a positioning and goal analysis of Yunnan’s openness,provides suggestions on system design,subject cultivation and growth,service support system and regional and international technological innovation,which will help Yunnan agriculture to better actively serve and integrate into the national development strategy.It has important reference significance for building a new highland of the new pattern of openness and building a radiation center for South and Southeast Asia.
