摘 要:本文从环境保护的视角出发,选取2013—2019年我国出版业相关数据为样本,运用Luenberger指标并基于多情景下的全要素生产率变化及其地域差异,对我国出版业的高质量发展进行了实证评估。本文的理论贡献是进一步拓展了Kuosmanen提出的弱可处置性模型,更为科学地构建期望产出与非期望产出的关联;实证贡献是运用上述模型分析了我国出版业的全要素生产率演变及其地域差异。结果显示:从全国层面来看,无论是否考虑出版业的二氧化碳减排问题,我国出版业全要素生产率在样本期内均表现出一定的下滑趋势。分地区来看,东部和中部地区出版业全要素生产率与全国整体的出版业全要素生产率变动趋势基本吻合,但是东部地区的变动幅度更大,说明其对全国整体的出版业全要素生产率变动发挥了强劲的带动效应;西部地区出版业全要素生产率不仅变动幅度大且内部省份之间差异明显,是否考虑二氧化碳减排对该地区出版业全要素生产率变动具有较大影响。最后,本文提出了推进我国出版业高质量发展的政策建议。From the perspective of environmental protection,this paper selects the relevant data of China’s publishing industry from 2013 to 2019 as a sample,and uses Luenberger indicators to evaluate the changes in total factor productivity and regional differences in China’s paper publishing industry and audio-visual electronic publishing industry under multiple scenarios. The theoretical contribution of this paper is to further expand the weak disposability model proposed by Kuosmanen and to construct the relationship between expected outputs and undesired outputs more scientifically. The empirical contribution is to use the above model to analyze the evolution of total factor productivity in China’s publishing industry and the regional differences. The results show that at the national level,regardless of whether the issue of carbon dioxide emission reduction in the publishing industry is considered,the total factor productivity of the publishing industry in China has shown a certain downward trend during the sample period. From the regional perspective,the total factor productivity of the publishing industry in the eastern and central regions coincides with the change in the total factor productivity of the publishing industry in China as a whole,but the change in the eastern region is greater,indicating that it has exerted a strong driving effect on the changes in total factor productivity of China’s publishing industry as a whole. The total factor productivity of the publishing industry in the western region not only fluctuates greatly,but also varies significantly between provinces. Whether to consider the issue of carbon dioxide emission reduction in the publishing industry has a greater impact on the total factor productivity of the publishing industry in the western region. Finally,this article puts forward policy recommendations to promote the high-quality development of China’s publishing industry.
