摘 要:[研究目的]构建高校专利价值评估模型,快速识别高校存在转移价值的专利,并精确预测其转移价格,对提升高校专利转移转化效率具有重要意义。[研究方法]结合已有研究形成的专利评估指标,构建包含多指标的专利价值评估体系;进而以“武汉大学”为例,创建专利价值评估数据集;而后采用熵值法识别“武汉大学”专利数据集中具备转移价值的专利;最后在IncoPat数据库中检索具备转移价值专利中的主要IPC分类号下存在诉讼价值的专利,运用熵权TOPSIS模型对识别出的专利与后期检索出的存在诉讼价值的专利进行赋权打分,将存在诉讼价值专利分数与其判赔额度进行曲线拟合,结合拟合曲线对识别出的专利进行价格预测。[研究结论]通过实证分析,构建的高校专利价值评估模型在识别与评估高校具备转移价值专利中具备一定的有效性,并且预测出的专利价格整体上符合市场整体价格趋势,为促进高校科技成果管理部门的专利运营效率,以及企业快速锁定高校高价值专利提供了实践参考。[Research purpose]It is important to build a patent value assessment model for universities,quickly identify patents with transfer value in universities and accurately predict their transfer prices to improve the efficiency of patent transfer and transformation in universities.[Research method]Combining the patent evaluation indexes formed by existing research,we construct a patent value evaluation system containing multiple indicators;then,taking"WHU"as an example,we created a patent value assessment dataset;then,the entropy value method is used to identify the patents with transfer value in the patent data set of"WHU";finally,the IncoPat database is searched for patents with litigation value under the major IPC classification numbers,and the entropy TOPSIS model is used to assign scores to the identified patents and the patents with litigation value retrieved later,and the scores of the patents with litigation value are curve-fitted to their award amounts,and the price of the identified patents is predicted by combining the fitted curves.The price of the identified patents is predicted by combining the fitted curves.[Research conclusion]Through empirical analysis,the university patent value assessment model constructed in this paper has certain effectiveness in identifying and assessing university patents with transfer value,and the predicted patent prices are generally in line with the overall market price trend,which provides a practical reference for promoting the patent operation efficiency of university science and technology achievement management departments and for enterprises to quickly lock in university high-value patents.
