摘 要:跨流域调水工程占用耕地的社会经济生态效益测算为其建立生态补偿机制提供参考和指导,为促进区域间协调发展、支持调水工程建设均具有重要意义。以市场收益、社会安全稳定效益、生态服务功能分别对各市的引江济淮工程永久占用耕地的三种价值进行核算。结果显示:工程永久占用耕地154.74 ha,其价值总量为15645.456万元,平均价值是101.11万元/ha,其经济、社会稳定、社会保障和生态价值所占比例分别是:10.11%、82.43%、6.85%、0.60%。耕地的三种价值组成差异性很大,社会价值占主导,其次是经济价值,生态价值所占比例极小。各市差异也显著:阜阳市和亳州市占总价值最多,其次是合肥市、蚌埠市、淮南市,其他城市很小。耕地面积、种植结构、国家补贴标准、人均耕地面积均是影响各市占用耕地价值因素。在制定工程占用耕地的补偿标准时,要综合考虑经济、社会和生态价值,依据国家补偿标准,充分考虑以上影响耕地价值因素,使补偿标准合理可行。Estimation of the social economic and ecological benefits of cultivated land occupied by cross-basin water transfer projects provides reference and guidance for the establishment of ecological compensation mechanism,which are of great significance for promoting coordinated development among regions and supporting the construction of water transfer projects.According to the market income,social security and stability benefits,and ecological service function,the three values of cultivated land permanently occupied by river diversion project in each city were calculated.The results showed that the project occupied 154.74 hectares of farmland permanently,with a total value of 156.45456 million yuan and an average value of 1.0111 million yuan/ha.The proportions of economic,social stability,social security and ecological value were 10.11%,82.43%,6.85%and 0.60%respectively.The composition of the three values of cultivated land varied greatly,the social value was dominant,followed by the economic value,and the ecological value occupies a very small proportion.There were also significant differences among cities:Fuyang City and Bozhou City account for the most,followed by Hefei City,Bengbu City and Huainan City,and other cities were very small.The cultivated land area,planting structure,national subsidies standard and per capita cultivated land area were all factors affecting the value of cultivated land occupied by each city.When formulating the compensation standard of cultivated land occupied by the project,people should comprehensively consider the economic,social and ecological values,and fully consider the above factors affecting the value of cultivated land according to the national compensation standard,so as to make the compensation standard reasonable and feasible.
