摘　　要：城市基础设施PPP项目存在许多风险。为了保证项目的顺利实施,提出了涵盖经济、建设、法律、政治、运营和风险收益的风险评价体系。运用Critic方法,用平均差代替标准差,再结合熵权法对各级风险指标进行客观赋权。然后通过建立可拓模型对风险进行评价,发现在城市基础设施PPP项目中,对项目的实施影响最大的是运营风险和法律风险。最后,对尚志市城市公共服务基础设施综合提升PPP项目进行实例分析验证可行性并进行融资风险评价。There are many ventures associated with urban infrastructure PPP projects.In order to ensure the smooth implementation of the project,this paper puts forward a risk assessment system covering economy,construction,law,politics,operation and risk income.By the improved CRITIC method,the mean difference is used to replace the standard deviation,and the entropy weight method is used to objectively weight the risk indexes at all levels.Then,through the establishment of the extension model to evaluate the risk,it is found that in the urban infrastructure PPP project,the biggest impact on the implementation of the project is the operation risk and legal risk.Finally,a case study of Kaili Economic Development Zone’s underground comprehensive pipe gallery project is carried out to verify the feasibility and evaluate the financing risk.
