地方高校争取社会捐赠的困境与出路

摘　　要：社会捐赠是国内外一流大学办学经费的重要来源,也是衡量大学办学实力和影响力的重要标志。随着我国高等教育改革的持续推进,高校高质量发展对资源的需求比以往任何时候都更为迫切,高校间办学资源的争夺表现为争取社会捐赠的激烈角逐,并且成为学界普遍关注的现实问题。相较于中央直属高校,地方高校受区位条件和办学影响的限制,较难在这场资源争夺中赢得主动,往往处于劣势。文章旨在梳理地方高校争取社会捐赠的重要现实意义,从外部影响因素和内部制约条件两个层面,分析地方高校争取社会捐赠面临的困难及其成因,给出提升办学实力、健全工作机制、提升募捐能力、拓宽募捐渠道、优化外部环境等方面的对策,以期为地方高校争取社会捐赠提供有益借鉴。Social donation is not only an important source of funds for running first class universities at home and abroad,but also an important symbol for the strength and influence of universities.With the continuous advancement of China’s higher education reform and development,the demand for resources for high quality development of colleges and universities is more urgent than ever before.The competition for resources among colleges and universities is manifested in the fierce competition for social donations,and has become a practical problem of general concern in the academic circles.In comparison,limited by their locations and influences,local colleges and universities are more difficult to win the initiative in competing for resources and are often in a weaker position than those directly under the central government.This paper aims to sort out the important practical significance of local colleges and universities striving for social donation.It analyzes the difficulties and causes of local colleges and universities striving for social donation from external influencing factors and internal conditions,and gives countermeasures to improve their strength,working mechanism and fund raising ability,broaden fund raising channels and optimize the external environment in order to provide a useful reference for local colleges and universities to strive for social donations.
