组态视角下的工业绿色技术创新水平提升路径

摘　　要：工业绿色技术创新受到多种要素协同影响,为辨析最有利于(1)各地区工业绿色技术创新发展路径之间存在的异同,基于协同理论厘清外部环境因素对工业绿色技术创新作用机制,以我国30个省份为对象,运用模糊集定性比较分析方法,以2013—2017年的有关数据均值作为评价依据,从组态视角探究多重并发因素和复杂因果机制下工业绿色技术创新的现实路径。结果发现:金融发展-环境规制主导和金融发展-政府支持主导是影响工业绿色产品创新的2种路径类型,影响绿色工艺创新的路径为金融发展-政府支持主导型,相应省份主要集中于东部;非高工业绿色产品创新和非高工业绿色工艺创新的影响路径分别为5条和8条,相应省份分布均匀且主要集中在中西部,其中节能环保支出和市场激励型环境规制以及节能环保支出和政府创新支持具有替代作用。基于研究结论,提出构建完善金融体系、加强政府创新支持、合理运用环境规制等建议。Industrial green technology innovation is affected by multiple factors.In order to distinguish the similarities and differences between the paths that are most conducive to the development of industrial green technology innovation in various regions of China,this paper clarifies the mechanism of external environmental factors on industrial green technology innovation based on the synergy theory,explores the practical path of industrial green technology innovation under multiple concurrent factors and complex causal mechanisms from the perspective of configuration,uses fsQCA method and taking 30 provinces’average value of the relevant data from 2013 to 2017 as the evaluation basis.The results show that the financial development-environmental regulation and the financial developmentgovernment support are the two paths affecting industrial green product innovation;the path affecting green process innovation is financial development-government support,and the relevant provinces are mainly distributed in eastern China;the number of the influence paths of non-high industrial green product innovation and non-high industrial green process innovation is 5 and 8 respectively,and the relevant provinces are distributed evenly and mainly in the central and western China;the expenditure on energy conservation and environmental protection plays an alternative role in market incentive environmental regulation and government innovation support among these cases.Based on the research conclusion,the paper puts forward some suggestions,such as constructing a mature financial system,strengthening the government’s innovation support,and making rational use of environmental regulation.
