摘　　要：老年长期照护服务体系表现为医疗保健和日常照料服务的结合模式,本质上体现了不同服务机构、不同专业服务的有机整合,着力于卫生、民政等政府部门以及照护机构、其他相关组织的跨界协同治理。基于协同治理一般框架构建老年长期照护服务体系协同治理理论模型,并通过典型案例分析了多元主体治理下的医疗保健和日常照料服务有机整合的协同过程。长期照护服务体系协同治理参与主体的包容性、领导者与协调者主导作用的发挥是服务模式创新的关键因素和制度保障,专业人才资源是体系协同创新的重要资源保障,医疗保健与日常照料服务跨部门协同整合的有效机制是长期照护服务体系协同治理的核心路径。Long-term care service system for the elderly is consisted of medical care and daily care services.Based on the general framework of collaborative governance,the theoretical model of collaborative governance of elderly long-term care service system was constructed.And the collaborative process of integrating medical care and daily care services governed by multiple-subjects was analyzed by typical cases.The participants’inclusiveness and the leading role of leaders and coordinators are the key factors and institutional guarantee for the service model innovation.Professional talent resources are an important resource guarantee,and the cross sectoral collaborative mechanism between medical care and daily care service is the key path to realize the collaborative governance of long-term care service system.
