政府、社会与居民良性互动的社区治理何以可能——一个基于内卷理论重释的理解框架

摘　　要：推动政府治理与社会调节、居民自治之间的良性互动是实现社区治理现代化的内在要求。在重新诠释的内卷理论视域中,构建政府治理、社会调节与居民自治良性互动的社区治理格局,需要在一种反观式的现实主义发展观念引导下,深化行政创新打破吸纳—依附式的行政性内卷,深化公私互益机制创新打破分利—排挤式的私利性内卷,深化共同体成员身份创新打破划界—区别式的区隔性内卷,深化居民主体性创新打破失能—失撑式的失能性内卷,深化整体模式创新打破权力、资源、身份与能力的整体性内卷。通过深化创新去除这些内卷,政府、社会与居民才能从行政型社区治理模式中脱嵌出来,并重新嵌合到共治型社区治理模式之中,进而有效实现三者之间的良性互动。To promote the benign interaction between government governance,social regulation and residents’self-governance is the internal requirement of realizing the modernization of community governance.From the perspective of reinterpretation of the theory of involution,to construct a community governance pattern in which government governance,social regulation and residents’selfgovernance interact with each other,it is necessary to deepen administrative innovation to break the administrative involution,deepen the innovation of public-private mutual benefit mechanism to break the private involution,deepen the innovation of community membership to break the partition involution,deepen the innovation of residents’subjectivity to break the incapability involution and deepen the innovation of overall mode to break the holistic involution of power,resources,identity and ability.Only by deepening innovation and removing the above involution can the government,society and residents be separated from the administrative community governance and reintegrated into the community co-governance,so as to effectively realize the benign interaction among the three.
