基于SCP范式的山东大蒜产业组织分析

摘　　要：运用产业组织范式(SCP),从产业结构、市场行为、市场绩效3个方面对山东省的大蒜产业进行分析研究。结果表明:山东大蒜产业具有先天自然资源优势,拥有较高的区域市场集中度和较强的市场竞争力。对于参与主体农民等供应商而言,没有进入和退出壁垒,但存在较高的价格风险;而贸易商、储存商和加工商存在较高的退出壁垒,主要是资产专用性和处置损失壁垒。建议政府继续采取措施调整市场结构,适当提高规模效率,有利于降低农户的价格波动带来的生产风险,进而影响经营主体的市场行为,提高市场绩效。Using the paradigm of industrial organization(SCP),the garlic industry in Shandong province was analyzed from three aspects of industrial structure,market behavior and market performance.The results showed that garlic industry in Shandong had the advantage of natural resources,high regional market concentration and strong market competitiveness.For suppliers such as farmers,there were no entry and exit barriers,but there were high price risks.However,traders,hoarders and processors had higher exit barriers,mainly asset specificity and disposal loss barriers.It suggested that the government should continue to take measures to adjust the market structure and appropriately improve scale efficiency,which was conducive to reducing the production risk caused by the price fluctuation of small farmers,thus affecting the market behavior of operating subjects and improving the market performance.
