职工稳就业因素和对策分析

摘  要:稳就业是社会良性发展的基本保障,处理好职工再就业需求,安排好职工基本生活保障,增强职工再就业竞争力,才能有效化解职工结构性失业对职工稳就业的影响。当前影响职工稳定就业的因素复杂多元,建议从提高就业质量,完善困难企业和职工的生活保障,创新新业态从业人员权益的制度保障,引导人才激励和竞争,构建职工稳就业的实践机制等方面综合施治,充分发挥信用治理劳动用工的效能,把影响职工队伍稳定的问题化解在初期,形成职工队伍长期稳定的良好社会氛围。Stable employment is a basic requirement for social security and development. In order to effectively resolve unstable factors, the writers argue for reemployment as the countermeasure. Moreover, factors affecting stability of employment are complex and diversified, so comprehensive measures should be taken to improve the quality of employment, innovate the institutional security, create incentives for competition, and build a long-term mechanism. The purpose is forming a good social atmosphere in favor of long-term stability of the workforce.
