推动我国灌排工程设施“两手发力”的思考

摘　　要：灌溉排水工程设施在服务“三农”、促进农村经济发展和社会稳定方面发挥着重要作用。水利部高度重视灌排工程设施的改造建设和运行维护,但仍存在诸多问题阻碍其整体效益的发挥。文章针对目前灌排工程设施改造建设和运行维护的主要困境,剖析问题产生的根源,进一步明晰政府和市场在灌排工程设施改造建设和运行维护中的权责分工,初步研究提出灌排工程设施改造建设和运行维护“两手发力”的相关措施。Irrigation and drainage facilities play an important role in advancing the development of agriculture, rural areas and farmers, as well as promoting rural economic development and social stability. The Ministry of Water Resources attaches great importance to the upgrading, construction, operation and maintenance of irrigation and drainage facilities, but there are still many problems in this area. This paper analyzes root causes of problems in the upgrading, construction, operation and maintenance of irrigation and drainage facilities, further clarifies the rights and responsibilities of the government and the market, and puts forward countermeasures on better unleashing the roles of both the government and the market in the upgrading, construction, operation and maintenance of irrigation and drainage facilities.
